Switching off the conventional analogue television signals to which consumers (and voters) have been accustomed for most of their lives poses a tricky political challenge. It cannot be accomplished by political diktat. Public policy needs to work in conjuction with both competitive market forces and organised broadcasting industry collaboration. Michael Starks, who managed the Government-led UK Digital TV Project after leading much of the BBC's digital television development work, described the interaction between politics and business underlying the UK's plan to achieve full digital switchover in 2012 an shows how the UK approach compares with that of other countries.
