Why do we have archives, is it for legal, commercial or heritage reasons?

Many individuals and organisation maintain archives either for heritage, legal or commercial reasons. Due to lack of funds many of these archives are coming to a state of disrepair. What should or can be done about it to open them up to general use and can the seaming clash between heritage and commerce be resolved. A panel of experts will give their opinions and examples will be shown to justify the cost of recovery and storage.
